On Monday 10/01/2022, a joint scientific symposium was held in Cihan University-Sulaymaniyah at Seminars Hall between the Department of Law at Cihan University-Sulaymaniyah and the College of Political Science at the University of Sulaymaniyah under the title “Constitutional and Political Dimensions for the next Iraqi Government Formation”.
In this symposium, three analytical papers were presented. And, the panelists presenting their papers each discussed a specific aspect of the subject matter related to the formation of the federal government in Iraq:
- The first paper titled “The constitutional dimension of the formation of the three presidencies in Iraq” by the researcher Prof. Dr. Ismail Najm Al-Din Zanganeh, Head of the Law Department at Cihan University Slemani. In this paper, the researcher focused on defining the concept of the term three presidencies and its scope in terms of constitutional and legal terms. He also discussed and analyzed in a thorough manner the constitutional mechanisms designed to form the presidency of the House of Representatives and electing the President of the Republic, as well as the prime minister and his ministers obtaining the confidence of the House of Representatives.
Finally, he shed light on constitutional terms that are the subject of constitutional and political controversy after any electoral process in Iraq, which is “the most majority parliamentary bloc, the open session of the House of Representatives, and finally the absolute majority.
- The Second paper titled: “Conflicts between Shia militias”, the presenter, Assist. Prof. Dr Omid Rafiq Fatah, President of Cihan University of Slemani, focused on the foundations of Iraqi state which is based on political share dealings amongst the Shia militias and factions’ groups, in particular, between the Sadrist (al-Tayyār al-Sadri) which regard themselves as arabicize – Arabism and the second faction that introduce and present themselves as the Coordination Framework.
The most prominent disagreements between the above fractions are as follows:
- Rearranging the representations at different levels, especially, after Sadir owing 73 seats desires to change the administrative maps of the municipalities.
- Reorganizing the Shia militias and disarmament, and armaments of the Iraqi state.
- The Sadir authority are working for the implementation of a majority government and adhering and submitting to a patriarchyauthority that see and treat everyone Equally.
- The third paper titled: The role of the Kurds in forming the next federal government, presented by Assist. Prof. Dr. Abid Xalid Rasool, The dean of Political Science College, University Of Slemani. The presenter of focused on the understandings and negotiations conducted by the winning Kurdish parties in the previous elections, as well as the extent of the importance of these understandings and agreements of the public opinion, and, in terms of the effects that they have, and that is to improve the lives of citizens, and to limit or reduce the problems and disputes between the government and the Iraqi federal and the Kurdistan Region.
He also referred in some detail to the negotiations and agreements accompanying the formation of the next federal government in Iraq, the role of the winning Kurdish parties in the recent elections, as well as the extent to which Iraqi parties and alliances are prepared to meet the constitutional Kurdish demands, and, political parties’ entitlements to senior positions in the state.
