On 7th Dec 2022, Dzwar Anwar Ahmad, Lecturer of Public Law at the Department of Law, Cihan University of Sulaimani, presented a seminar on ‘Cyber attacks during and outside wartime from the perspective of international humanitarian law’.
In the seminar, the presenter examined the laws of Cyber Attacks from an international humanitarian law perspective. In particular, intrastate war (Civil War) and international wars were considered in relation to the commission of such attacks in normal times and citing the views of the International Committee of the Red Cross and the United Nations. Moreover, Dzhwar Anwar Ahmad established that cyber operations during armed conflicts are regulated by international humanitarian law.
Concluding, the presenter explained the repugnance of such attacks and the urgent need for an international agreement, or an instrument; by which states and other entities possessing international rights, such as international organizations to regulate cyber operations as matters of concern.
